Countering hybrid threats: national resilience and collective action
Hybrid threats can de described as a mix of military and non-military, covert and overt activities by state and non-state actors that occur below the line of conventional warfare.
This session unpacked the differences in threat actors, realities and perceptions between the Trans-Atlantic, Indo-Pacific, the Baltics and South Asia, to identify the policy, technological and cultural building blocks for resilience to hybrid threats.
Speakers in this session included: James Appathurai, NATO's Deputy Assistant Secretary General for Innovation, Hybrid and Cyber, Baiba Braže, Latvia's Minister of Foreign Affairs, Jason Healey, Senior Research Scholar in the School of International and Public Affairs at Columbia University and Lt General Rajesh Pant (Ret’d), Chairman of the India Future Foundation.
